RECOMMENDATION:
It is recommended that the County of Monterey Board of Supervisors:
a. Approve and authorize the Director of Health or Assistant Director of Health to execute a retroactive Mental Health Services Agreement with Elite Family System, Inc., for the provision of Short-Term Residential Therapeutic Program and mental health services in the amount of $18,053 for FY 2021-22 and $30,950 for FY 2022-23, effective May 6, 2022 through June 30, 2023, total Agreement amount not to exceed $49,003.

SUMMARY/DISCUSSION:
Elite Family System, Inc. (EFS) is a Short-Term Residential Therapeutic Program (STRTP) providing residential and specialty mental health services including specialized and intensive care, support, and 24-hour supervision on a short-term basis for children and youth with complex and severe needs. The goal of the program is to provide therapeutic interventions to treat and enhance the behavioral health symptoms and improve function so that children and adolescents may move to a less restrictive and intensive treatment setting. The child/youth was an emergency placement, these placements are conducted when current contracted providers are not able to provide the specialized residential and mental health needs of a child/youth. This Agreement is retroactive to May 6, 2022, the date the child/youth was placed. The provider recently informed the County of Monterey that an invoice will be forthcoming for this placement, requiring the need for this Agreement to provide payment to Elite Family Systems, Inc.
