RECOMMENDATION:
It is recommended that the Board of Supervisors:
a.      Receive a presentation on Managing for Results (MFR) from the Elections Department.
 
SUMMARY:
The Elections Department will make a presentation to the Board of Supervisors describing how the Department has operationalized performance measures.
DISCUSSION:
Monterey County Elections works to protect and promote public trust and confidence, and ensure the highest degree of integrity of the election process through the administration of all federal, state, local and special election laws in a uniform and consistent manner.  There are seven areas working in concert over the course of eight months to complete a single election and to provide year-round routine services to the public.  
Standards of performance and operations are established by Elections Code, California Constitution, the Voting Rights Act, the Help America Vote Act, National Voter Registration Act, Government Code, and regulations from the Secretary of State in conjunction with Municipal Code, Education Code and all other applicable statutes.  Informed by these regulations, Monterey County Elections establishes internal procedures to meet the unique needs of the County.    
Performance data serves to measure efficiency and establish recommendations for future improvement in providing customer service to our diverse constituents.
OTHER AGENCY INVOLVEMENT: The County Administrative Office, Intergovernmental & Legislative Affairs Division has oversight of the Countywide MFR Program.
