RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Adopt a Resolution Consenting to the Inclusion of Properties within the County's Jurisdiction in the California Home Energy Retrofit Opportunity (HERO) Program to Finance Distributed Generation Renewable Energy Sources, Energy and Water Efficiency Improvements, and Electric Vehicle Charging Infrastructure, and
b. Approve an Amendment to the Joint Powers Agreement Adding the County of Monterey as an Associate Member of the Western Riverside Council of Governments to Permit the Provision of Property Assessed Clean Energy ("PACE") Program Services within Monterey County.

SUMMARY:
The documentation provided to join this program does not conform to customary Monterey County procedures, but has been utilized by all cities and counties that have joined as associate members, to date. Any alteration of the documentation could result in additional delays to implementation of this program. Upon adoption, WRCOG will vote at their next monthly meeting to accept our County as an associate member and initiate the validation process in southern California, usually a 3 to 9 month process.
