a. Approve and authorize the Director of the Department of Social Services, or his designee, to sign an agreement with California State University (CSU) Fresno Foundation for $213,664 to provide direct Child Welfare Title IV-E training for Family and Children's Services (FCS) staff, and others as specified by Monterey County, for the period July 1, 2015 through June 30, 2017; and
b. Authorize the Director of the Department of Social Services, or his designee, to sign up to three (3) amendments to this agreement where the total amendments do not exceed 10% of the original contract amount, and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Department of Social Services, or his designee, to sign an agreement with California State University (CSU) Fresno Foundation for $213,664 to provide direct Child Welfare Title IV-E training for Family and Children's Services (FCS) staff, and others as specified by Monterey County, for the period July 1, 2015 through June 30, 2017; and

SUMMARY/DISCUSSION:
The agreement with CSU Fresno Foundation provides training to FCS staff for purposes of professional development, and to improve outcomes for children and families as outlined in the Performance Improvement Plan (PIP), California Department of Social Services (CDSS), and recommended by the 2014/15 Grand Jury.
As specified and authorized by County, Contractor will work collaboratively with the FCS Staff Services Trainer and FCS staff to assess training needs, and to develop and deliver an enhanced training program for Monterey County FCS. This includes on-going training for existing ...
