a. Authorize the Contracts/Purchasing Officer to execute an Amendment with Dominion Voting Systems, Inc. to grant a license for use of WinEDS software for the period July 1, 2015 to June 25, 2017, for a total amendment amount not to exceed $136,903 and a total agreement amount not to exceed $270,000; and
b. Authorize the Contracts/Purchasing Officer to execute any future Extensions for no more than two (2) successive terms of one (1) year which do not significantly impact the scope of work or exceed $65,000 per additional year.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Authorize the Contracts/Purchasing Officer to execute an Amendment with Dominion Voting Systems, Inc. to grant a license for use of WinEDS software for the period July 1, 2015 to June 25, 2017, for a total amendment amount not to exceed $136,903 and a total agreement amount not to exceed $270,000; and
b. Authorize the Contracts/Purchasing Officer to execute any future Extensions for no more than two (2) successive terms of one (1) year which do not significantly impact the scope of work or exceed $65,000 per additional year.
SUMMARY:
This license for software is an Amendment to an existing Agreement with Dominion Voting Systems, Inc. for hardware maintenance and support services for three 400C tabulation machines. The hardware and software together constitute a voting system, which enables the Elections Department to tabulate votes.
The first one year extension has an estimated cost of $56,903, with this amendment. The total estimated cost for the Agreement period of June 26, 2014 to June 25, 2017 is $136,903. If the additional potential extensions are issued, the total cost to 2019 will not exceed $270,000 for the five-year period.
A copy of the Agreement is on file with the Clerk to the Board and is an attachment to this report.
