RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Authorize the Auditor-Controller's Office to increase Fiscal Year (FY) 2014-15 estimated appropriations and revenue in the amount of $36,000 in the Office of Emergency Services (OES) 1050/8412, Appropriations Unit CAO023 (4/5ths vote required); and
b. Approve and authorize the Auditor-Controller's Office to incorporate approved estimated appropriations and revenue modifications to the FY 2014-15 Adopted Budget (4/5ths vote required).

SUMMARY:
The Office of Emergency Services (OES) requests an increase in estimated revenue and appropriations in the amount of $36,000 as the result of a Hazardous Materials Emergency Preparedness Planning Grant from California Office of Emergency Services (CalOES) funds that have been awarded to Monterey County OES to support development and implementation of an Oil Spill Tabletop Exercise per Exhibit A.

DISCUSSION:
The grant fund will provide for a contractor to develop and plan for an exercise that will test the roles and responsibilities of first responders, government executives and jurisdictional authorities in the event of a hazardous material spill into the Elkhorn Slough Natural Reserve. The exercise has been endorsed by California Fish and Wildlife OSPR and Elkhorn Slough Research Lab. The grant allocation from CalOES is $36,000. Budget Committee approved this project on the October 29, 2014 meeting.
