RECOMMENDATION:
It is recommended that the Board of Supervisors:
Receive a presentation detailing the state and local impacts of House of Representatives 1 (H.R.1) by CWDA and CSAC.
SUMMARY:
Information is key to supporting residents, public administrators, and elected officials in preparing for and responding to policy changes H.R.1 imposes on the funding, administration and availability of public services. H.R.1 (2025) has wide-ranging implications for state and local budgets, funding models of local hospitals and safety-net programs, scope and accessibility of public services, administrative workloads and penalties associated with delivering federal services at the local level. CSAC and CWDA analyze and track the possible combined effects of federal actions and the state’s response to H.R.1 to both educate and engage local governments, administrators, and partners to comprehend the impacts and craft strategic responses and advocacy efforts.
DISCUSSION:
House of Representatives 1 (H.R.1, 2025), the first bill introduced in the 2025-2026 congressional cycle and signed into law on July 4, 2025, was designed to restructure federal spending. The combined breadth of policy change it expresses and the budget reconciliation process through which it was adopted, make it particularly challenging to navigate and implement. CSAC and CWDA are associations that support county governments in interpreting and shaping policy at the local level. The primary purpose of the California State Association of Counties is to represent counties before the California Legislature, administrative agencies and the federal government.
