RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of Information Technology or his designee to execute a Memorandum of Understanding and Information Security Agreement with the California Department of Motor Vehicles (DMV) providing the County, through its Information Technology Department, with direct access to DMV records for a term of November 15, 2018 through November 14, 2022, at no cost.

SUMMARY/DISCUSSION:
The County of Monterey, through multiple County departments, utilizes information obtained from the California Department of Motor Vehicles (DMV) for various purposes in order to serve the county residents. Examples include the Department of Social Services (DSS) Family and Children's Services Branch, DSS Community Benefits Branch, Human Resources, the Treasurer-Tax Collector, the Assessor-County-Clerk-Recorder, and the County Administrative Office-Fleet Management Division. For these and other County entities, access to DMV information is essential to performing their business functions.

DMV information is provided to County entities through the Information Technology Department (ITD)'s data center. For security reasons, ITD does not store DMV records in County systems. ITD's data center provides a secure transport layer for County departments that require transmission of electronic records and data from the DMV.
