RECOMMENDATION:
It is recommended that the Board of Supervisors:
Adopt a resolution to authorize the Department of Emergency Management to receive award from the Fiscal Year (FY) 2025 Emergency Management Performance Grant (EMPG) in the amount of $199,510.

SUMMARY:
On April 17, 2026, per Resolution No. 26-128, the County of Monterey Board of Supervisors authorized the Department of Emergency Management to submit an application for the purpose of obtaining financial assistance to the Federal Emergency Management Agency (FEMA) through the California Governor’s Office of Emergency Services (CalOES) for the FY 2025 EMPG. This application resulted in an award from EMPG to the County of Monterey in the amount of $199,510 with a performance period of July 1, 2025, to June 30, 2027.

The Department of Emergency Management requests authorization to receive the FY 2025 EMPG award of $199,510, funded by grant revenue from EMPG.

DISCUSSION:
EMPG is a federally funded program aimed at providing assistance to local government emergency management agencies by providing resources required for implementation of the National Preparedness System’s goal of a secure and resilient nation. EMPG supports efforts to build and sustain core capabilities across the Monterey County Operational Area through prevention, protection, mitigation, response, and recovery efforts. EMPG activities range from routine administrative tasks to those of a specific and acute in nature that align with the ever-changing threats and hazards impacting the Monterey County Operational Area.
