a. Authorize the Auditor-Controller to increase estimated revenues and appropriations in the Resource Management Agency Surveyor Appropriation Unit 001-3000-RMA010-8196 in the amount of $200,000, for inspection costs of roadway and utility work at East Garrison Specific Plan (4/5th vote required); and
b. Authorize the Auditor Controller’s Office to incorporate approved appropriation modifications to the FY 2011-12 Budget (4/5th vote required).

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Authorize the Auditor-Controller to increase estimated revenues and appropriations in the Resource Management Agency Surveyor Appropriation Unit 001-3000-RMA010-8196 in the amount of $200,000, for inspection costs of roadway and utility work at East Garrison Specific Plan (4/5th vote required); and
b. Authorize the Auditor Controller’s Office to incorporate approved appropriation modifications to the FY 2011-12 Budget (4/5th vote required).
SUMMARY/DISCUSSION:
The Resource Management Agency (RMA) Surveyor Unit is performing inspection work at the location known as East Garrison Specific Plan as outlined in the Fort Ord Reuse Plan. The developer, UCP East Garrison, LLC, is expected to begin construction of the model homes by fall 2012. At this time, on-site roadways (sidewalks, curb, gutter, storm drain systems, and pavement sections), and all the utilities (electrical, telephone, gas, water, and sewer) are being completed. Traffic signal improvements at Inter-Garrison Road, East Garrison Drive, and Reservation Road will enhance access to the Project. Completion of work is anticipated by June 30, 2012.
This work was not known during the development of the FY 2011-12 budget for the Surveyor Unit 8196 and therefore was not included in the adopted budget for FY 2011-12. This action will increase revenues to offset the expenditures being incurred for this project.
