a. Adopt a resolution to authorize the Department of Emergency Management (DEM) to submit an application for the purpose of obtaining financial assistance from the California Governor's Office of Emergency Services for Fiscal Years (FY) 2023 and 2024 Homeland Security Grant Program (HSGP); and
b. Designate and Authorize Director of Emergency Management or Designee to execute grant documents and applications for the Homeland Security Grant Program (HSGP); and
c. Authorize Department of Emergency Management to receive award from the Homeland Security Grant Program (HSGP) of $531,920 for FY 2020, $508,867 for FY 2021 and $488,715 for FY 2022 not exceeding the total award amount of each fiscal year.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Adopt a resolution to authorize the Department of Emergency Management (DEM) to submit an application for the purpose of obtaining financial assistance from the California Governor's Office of Emergency Services for Fiscal Years (FY) 2023 and 2024 Homeland Security Grant Program (HSGP); and
b. Designate and Authorize Director of Emergency Management or Designee to execute grant documents and applications for the Homeland Security Grant Program (HSGP); and

SUMMARY:
The Department of Emergency Management coordinates applications and reporting efforts for the Homeland Security Grant Program. In December 2022, the Board of Supervisors authorized County staff titles Emergency Services Manager, Emergency Services Planner, and the Auditor-Controller as authorized agents for the respective Homeland Security Grant Program.
