RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Amend Fiscal Year (FY) 2013-14 Health Department Budget 4000, HEA012-8410 to add 1.0 FTE Management Analyst II; and
b. Amend Fiscal Year (FY) 2013-14 Health Department Budget 4000, HEA012-8410 to reallocate 1.0 FTE Senior Account Clerk to 1.0 FTE Accountant I, 1.0 FTE Senior Health Educator to 1.0 FTE Chronic Disease Prevention Coordinator; and
c. Authorize the County Administrative Office to incorporate positions changes in the FY 2013-14 Budget.

SUMMARY/DISCUSSION:
Behavioral Health requests 1.0 FTE additional staff and reallocation of 2.0 FTE to appropriate classification levels.

Behavioral Health recently increased its clinical positions by 14.0 FTEs to meet the increasing demand for various crisis and outpatient mental health services in Monterey County. With the increase of clinical positions, these administrative positions (Accountant, Management Analyst, and Chronic Disease Prevention Coordinator) will provide financial oversight, monitor billing practices, contract development, outreach and education to support the Bureau.

As capacity for mental health services continues to increase with the Affordable Care Act, these added positions will enable the Bureau to provide the highest level of quality services to the community in all regions of the County.
