RECOMMENDATION:

It is recommended the Board of Supervisors Authorize the Purchasing Manager for Natividad Medical Center (NMC) to execute Amendment No. 1 to the Agreement (SC2491) with Thomson Reuters (Healthcare) Inc. for continuing CareDiscovery Quality Measures (CDQM) services through June 30, 2014, and the addition of Meaningful Use Quality Manager Services through June 30, 2013 at NMC, extending the Agreement and adding $147,106 for a revised total Agreement amount not to exceed $185,106 in the aggregate.

SUMMARY/DISCUSSION:

Thomson Reuters offers a number of products under their Care Discovery Solutions platform, one being Care Discovery Quality Measures. The Care Discovery Quality Measures database and reporting system provides Natividad Medical Center with the tools to comply with the Joint Commission and Centers for Medicare and Medicaid Services (CMS) requirement for quarterly reporting of clinical quality measures also known as Core Measures. NMC has been using this product for over five years. This amendment will add the Meaningful Use Quality Manager product to the contract for Care Discovery Quality Measures. NMC is pursuing meaningful use objectives linked to incentive payments for developing a complete Electronic Health Record (EHR) provided by CMS.
