Authorize the Auditor-Controller to modify the Unit code for the NGEN Project Fund currently Fund 405 Budget Unit 1520 Unit 8065 Appropriation Unit EME002.

SUMMARY/DISCUSSION:
Since 2005, the County has been working with public safety and other affected agencies in the County to prepare to meet a mandate of the Federal Communications Commission (FCC) that requires radio system users to convert from “wideband” operation to narrowband mode or find other communications solutions. After an extensive evaluation process followed by negotiations with Harris Corporation, the highest scoring proposer, the Board of Supervisors approved a Radio System Purchase Agreement with Harris Corporation on December 7, 2010.
In 2009 a distinct capital project fund was created for the NGEN Radio Systems project in order to appropriately track costs related to the project. This fund has been used for all expenses and revenues related to the NGEN Radio System Project. While this fund has a unique fund number and appropriation unit, it is identified with the same unit code as the Emergency Communications Operating Budget (8065). During the following budget years, the County Administrative Office, Budget and Analysis Division has identified some technical challenges related to preparing the Recommended Budget book from sharing this unit code.
At this time, the Emergency Communications Department (as Project Administrator for the project) is seeking to create a unique unit code for the NGEN Project Fund to simplify budgetary reporting for the remaining project years.
