RECOMMENDATION:
It is recommended that the Board of Supervisors:
Authorize the request to the Auditor-Controller to amend the Health Department's Budget Unit HEA003-8124 FY 2012-13 Adopted Budget to increase estimated revenues in the amount of $421,711.
 
SUMMARY/DISCUSSION:
In September 2012, at the conclusion of Fiscal Year (FY) 2011-12 year-end close activities, it was determined that the Health Department's use of General Fund Contribution exceeded the Adopted Budget amount by $421,711.  The overage, which was traced to Budget Unit HEA003-8124, resulted from grant revenue that was not received when anticipated, due to longer invoice processing time frames from State grantors.  The recommended action restores the excess funding used in FY 2011-12 to the General Fund.
 
This item was presented and approved at the Budget Committee of the Board of Supervisors in May 2013.
 
OTHER AGENCY INVOLVEMENT:
The Budget and Analysis Division of the County Administrative Office concurs with this report.
 
FINANCING:
The recommended action will increase Budget Unit's HEA003-8124 FY 2012-13 estimated revenues by $421,711 while maintaining appropriations intact.  The General Fund Contribution will change from zero to ($421,711), which returns the excess funds used to the General Fund.
