a. Approve and authorize the Contracts/Purchasing Officer to sign a one year Agreement (July 1, 2014, to June 30, 2015) with the City of Seaside Police Department for the provisions of counseling services to youth at risk in the Youth Diversion Program in the amount of $56,223; and
b. Authorize the Contracts/Purchasing Officer, to approve up to three future amendments to this Agreement where the amendments do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Contracts/Purchasing Officer to sign a one year Agreement (July 1, 2014, to June 30, 2015) with the City of Seaside Police Department for the provisions of counseling services to youth at risk in the Youth Diversion Program in the amount of $56,223; and
b. Authorize the Contracts/Purchasing Officer, to approve up to three future amendments to this Agreement where the amendments do not significantly change the scope of work.
SUMMARY/DISCUSSION:
The City of Seaside Youth Diversion Program is a partnership between the City of Seaside Police Department and the Monterey County Health Department, Behavioral Health Bureau (County) to intervene in the early incidence of juvenile delinquency by providing counseling services to youth at risk of school failure and at risk of juvenile justice involvement. The goal is to have twenty-five (25) youth and their families served each fiscal year. The Youth Diversion Program in the City of Seaside has been implemented since Fiscal Year 2009-10.
The County provides a half-time therapist to provide outreach and counseling services to youth in the Youth Diversion Program at the Seaside Police Department. The County receives Prevention and Early Intervention (PEI) funds under the Mental Health Services Act (MHSA) to implement the Youth Diversion Program.
