RECOMMENDATION:
It is recommended that the Board of Supervisors:
Designate the County Administrative Officer, or designee, as the County's Debt Manager.
SUMMARY:
In order to perform certain duties regarding the County's debt obligations, it is necessary to designate a County Debt Manager. This action would designate the County Administrative Officer, or his or her designee, as the Debt Manager.
DISCUSSION:
The County's Debt Manager is not a specific employment classification for the County, but is a functional designation that allows the performance of specific duties related to the County's debt obligations. Some of those obligations, approved by the Board of Supervisors, require the explicit approval of the County's Debt Manager. The County's long-time designated Debt Manager, an employee in the Auditor - Controller's Office, retired several years ago. Upon his retirement, the County Administrative Office agreed to perform the functions of that position; however, no formal action of the Board of Supervisors was ever taken to make that designation.
This action would formally designate the County Administrative Officer, or his or her designee, as the County's Debt Manager in order to carry out those specific duties.
OTHER AGENCY INVOLVEMENT:
The County Administrative Officer agrees with the recommendation.
FINANCING:
There is no financial impact with the designation of the Debt Manager.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
The designation of a County Debt Manager will allow the performance of specific duties related to the County's debt obligations.
