RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve a Memorandum of Understanding (MOU) between the Castroville Community Services District and the County of Monterey for shared responsibilities to complete the Measure X Community Street Repair Pavement Rehabilitation Project in Castroville; and
b. Authorize the Director of Public Works Facilities and Parks (PWFP) to sign the MOU.

SUMMARY/DISCUSSION:
Monterey County Department of Public Works, Facilities and Parks (PWFP) is currently pursuing the Measure X Community Street Repair - Castroville Street Improvements Project (various streets), (hereafter, "PROJECT") which will rehabilitate and resurface numerous streets in the community of Castroville. The rehabilitation of these streets is needed given the poor pavement condition of these streets, and this is part of the overall Measure X Community Street Repair Program.

As part of this work, PWFP staff has been working with utility companies which have underground facilities within the work area that may be impacted by the PROJECT. The Castroville Community Services District (CCSD) has existing water lines, service laterals and ancillary valves under existing streets within the community of Castroville. A number of these water lines are aging and need replacement. PWFP and CCSD staff have been cooperatively working on a plan to reconstruct the pavement structures and existing water lines and service laterals concurrently.
