RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of the Department of Social Services, or his designee, to sign an agreement with University Corporation at Monterey Bay-CSUMB (CSUMB) for $38,122 to provide in-depth analysis of outcomes for child abuse prevention and early intervention programs, for the period October 1, 2012 to June 30, 2014, including non-standard mutual indemnification.

SUMMARY/DISCUSSION:
This contract provides for a two-year planning and development collaboration between County’s Department of Social Services (DSS) and CSUMB’s Institute of Community Collaborative Studies (ICCS). The primary outcomes for this project are to develop analysis of program outcomes for child abuse prevention and early intervention, with the goal of developing a continual process of system improvement and community support.

CSUMB requires mutual indemnification in the Agreement. It is the Department’s position that the value of this collaboration with CSUMB outweighs any risks associated with mutual indemnity, and is asking your Board to approve the non-standard language. The agreement was delayed in coming to the Board of Supervisors due to the lengthy process of negotiating changes to the County standard agreement requested by CSUMB and delays in receiving their insurance documents.
