RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Amend the FY 2012-13 Health Department Budget 4000-HEA003-8128 to reallocate a 1.0
FTE Senior Health Educator to a 1.0 FTE Chronic Disease Prevention Coordinator; and
b. Direct the County Administrative Office to incorporate the approved position changes in the
FY 2012-13 Adopted Budget.

SUMMARY/DISCUSSION:
The Planning, Evaluation, and Policy (PEP) Unit in the Health Department’s Administrative Services Bureau will be conducting significant community engagement as part of implementing the Health Department’s Strategic Plan initiatives, especially around the Health in All Policies work. Originally, the Department requested a 1.0 FTE Senior Health Educator position in its FY 2012-13 Requested Budget for this unit to support this work. However, it has been determined that the more appropriate classification is Chronic Disease Prevention Coordinator. This is because, although the two job classifications have the same pay scale and similar duties, the use of the title Health Educator and its related requirements are governed by Section 1303 of the California Code of Regulations, Title 17.

OTHER AGENCY INVOLVEMENT:
Human Resources Department concurs with the classification recommendation.

FINANCING:
The salary schedule for Senior Health Educator and a Chronic Disease Prevention Coordinator are equivalent. Funds for this position are included in the Health Department’s FY 2012-13 Adopted Budget. Approval of this action has no impact on the County General Fund.
