Title: a. RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Authorize the Agricultural Commissioner to execute, on behalf of the County of Monterey, Standard Agreements and any Amendments thereto, with Federal, State and local agencies for designated programs performed by the department for a period of three years ending June 30, 2016 and;
b. Approve and authorize the Agricultural Commissioner, or his designee, to sign up to (3) amendments to each agreement where the total amendments do not exceed fifteen percent (15%) for each agreement and do not significantly change the scope of work.

SUMMARY/DISCUSSION:
The State of California routinely contracts with the Agricultural Commissioner to provide specific services. Estimated revenue from the Agreements is included in the department's annual budget, as well as the appropriations associated with each activity. In the past, the Commissioner has submitted individual Board Reports to request authorization to execute these individual Agreements.

The recommended action will allow the Agricultural Commissioner to execute specific routine and annual Agreements, thereby eliminating the need to prepare individual Board Reports. The process will result in more efficient use of staff time. The Board authorized similar actions in 2006 and 2009 for a three year period.
