RECOMMENDATION:
It is recommended that the Board of Supervisors adopt a Resolution approving the June 2015 revision to the County of Monterey Multi-Jurisdictional Hazard Mitigation Plan to receive formal approval from the Federal Emergency Management Agency (FEMA).
SUMMARY:
FEMA and the State of California have completed a preliminary review of the County's plan and has given tentative approval of the plan, pending local adoption. The approval of the plan ensures the County's eligibility and pre-qualification for potential federal mitigation funding, to include grant programs as well as pre-and post-disaster funding. The plan includes hazard identification, risk and vulnerability assessments, and mitigation strategies, all based on the County's unique geography and demographics. The County and twelve incorporated cites located are included in this plan.
DISCUSSION:
The County of Monterey and the cities of Carmel-by-the-Sea, Del Rey Oaks, Gonzales, Greenfield, King City, Marina, Monterey, Pacific Grove, Salinas, Sand City, Seaside, and Soledad (hereafter referred to as the participating jurisdictions) meet the requirements of Section 409 of the Stafford Act and Section 322 of the Disaster Mitigation Act 2000 and therefore the County of Monterey and each participating jurisdiction must adopt the Multi-Jurisdictional Hazard mitigation Plan (MJHMP). For this version of the Plan, Special District are not participating jurisdictions but are identified within the County wide plan and hazard analysis.
