RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of Health or Assistant Director of Health to execute a no-extension Amendment No. 2 to Mental Health Services Agreement A-12522 with Fred Finch Youth Center for the provision of mental health services in the increased amount of $690,216 for Fiscal Year (FY) 2015-16 for a new total Agreement amount of $768,577 for the same full term of FY 2013-14 through FY 2015-16.

SUMMARY/DISCUSSION:
Fred Finch Youth Center provides services to those who require the highest level of residential care. Services include Day Treatment Intensive, Mental Health Services, Case Management Crisis Intervention Services, and RCL 14 Board and Care services. Amendment No. 2 will add Mental Health and Group Home RCL Board and Care services for four additional placements, for a total of five placements for FY 2015-16. One of the four additional placements is for an emergency placement done through the client's Individual Education Plan (IEP) in December 2015. Monterey County Behavioral Health will seek reimbursement from the local Special Education Local Plan Area (SELPA) for the Group Home RCL 14 Board and Care service for clients placed through the IEP. The term of the Agreement will remain the same: July 1, 2013 through June 30, 2016.

This Amendment No. 2 increases the FY 2015-16 amount by $478,959 for a total FY 2015-16 amount of $690,216 and a total Agreement amount not to exceed $768,577. This Amendment No. 2 is effective as of December 1, 2015.
