RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize County Counsel to execute an Agreement with Westlaw Publishing Corporation, associated with Thomson Reuters Corporation, for West Proflex Online Legal Research, for the period of July 1, 2021 through June 30, 2026, for the maximum amount of $174,995.51.
b. Accept non-standard contract provisions and insurance provisions as recommended by County Counsel.
SUMMARY:
It is requested that the Board authorize County Counsel to sign a non-standard Agreement with Westlaw Publishing Corporation, associated with Thomson Reuters Corporation, for Westlaw Proflex Online Legal Research for the period of July 1, 2021 through June 30, 2026 for an amount not to exceed $174,995.51. The services provided are for West Proflex, Westlaw Edge(tm) National Primary, Analytical Plus for Government, Gvt Litigation For Government (Westlaw PRO(tm)), and other research services.
DISCUSSION:
Westlaw Proflex Online Legal Research software/internet service provides online legal research to the Office of the County Counsel, in fulfilling its advisory and litigation duties. Westlaw Proflex online legal research includes the primary constitutions, laws, and cases (published and unpublished) for all federal and state jurisdictions. This service also includes the proprietary Key Cite reference system used to pinpoint legal research efforts. The service likewise includes the published legislative history for all federal and state jurisdictions.
