Public hearing to consider:
a. Certifying that the Board has considered the Addendum together with the
General Plan FEIR;
b. Adopting an ordinance to amend Title 21 (non-coastal zoning ordinance)
of the Monterey County Code to:
1. Add Chapter 21.63 to establish a process for adoption of design
guidelines.
2. Revise the site development standards in all non-coastal zoning districts
to require review and approval of exterior lighting by the RMA- Director
of Planning; and
c. Adopting a resolution adopting the Design Guidelines for Exterior Lighting.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Certify that the Board has considered the Addendum together with the General Plan FEIR;
b. Adopt an ordinance (Attachment B) to amend Title 21 (non-coastal zoning ordinance) of the Monterey County Code to:
1. Add Chapter 21.63 to establish a process for adoption of design guidelines and to specifically provide for adoption of design guidelines for exterior lighting.
2. Revise the site development standards in all non-coastal zoning districts to require review and approval of exterior lighting by the RMA- Director of Planning for consistency with the Design Guidelines for Exterior Lighting; and
c. Adopt a resolution (Attachment D) to adopt the Design Guidelines for Exterior Lighting which defines lighting terms and details specific performance criteria to implement Policy LU-1.13 of the 2010 Monterey County General Plan.
SUMMARY:
The County is beginning to develop a set of Design Guidelines. As part of those actions, the ordinance establishes a new chapter in the County Code to authorize the Board to adopt such guidelines by resolution. We expect to have guidelines related to site design, ridgeline development, and neighborhood character in addition to exterior lighting.
