RECOMMENDATION:
It is recommended that the Board of Supervisors:

Approve and authorize the Contracts/Purchasing Officer to execute a County of Monterey Standard Agreement with effective terms of February 25, 2013 through June 30, 2014, with Karpel Solutions, Inc, not to exceed $474,500.00, to provide the District Attorney with an automated case management system.
SUMMARY:
The District Attorney’s office does not have a case management system to digitally process the case information provided by local law enforcement agencies, the potential prosecution of those cases and recording of the information in a digital database. In the very near future, all prosecutions will be completely digital and no paper files will be used. The District Attorney requires a modern, state of the art, case management system.

DISCUSSION:
Utilizing the recently awarded contract by San Luis Obispo (SLO) County, Monterey County is able to utilize the extensive RFP process completed by SLO and obtain a modern, state of the art Case Management System. If funding is provided for a DA Case Management system, we will obtain the necessary hardware and software licensing, have extensive training of our staff and begin to reduce the paper generated in the criminal justice system by digitally handling more and more cases. Monterey County will be on par with many other counties in the state and across the country be fielding a comprehensive and robust digital Case Management System.

OTHER AGENCY INVOLVEMENT:
Resource Management Agency will administer the financial transactions for this agreement.
