RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve a Memorandum of Understanding between the Castroville Community Services District (CCSD) and the County of Monterey (County) for the construction of a sewer force main conduit in conjunction with the Monterey Bay Sanctuary Scenic Trail project; and
b. Authorize the Director of Public Works, Facilities, and Parks to sign the Memorandum of Understanding.

SUMMARY/DISCUSSION:
The Department of Public Works, Facilities and Parks is in the process of finalizing the plans to construct the Monterey Bay Sanctuary Scenic Trail (MBSST) project. The project consists of constructing a bicycle/pedestrian path from Moss Landing Road to Moss Landing North Harbor, near the community of Moss Landing. It also includes constructing a bridge over the Elkhorn Slough, parallel to the Highway 1 Bridge.

The Castroville Community Services District (CCSD) is proposing to relocate its existing force main line, which is currently attached to the Highway 1 bridge, onto the proposed sanctuary scenic trail bridge. The existing force main line has reached its useful service life and is in need of replacement. Installing a new replacement force main line onto the trail bridge concurrent with the construction of the MBSST project will provide an efficient way of replacing the existing aging force main.

The proposed Memorandum of Understanding between the County and the CCSD establishes the roles and responsibilities for this collaboration. The design modification to the trail bridge to include the sewer force main line will be performed by CC...
