a. Approve a Professional Services Agreement with MNS Engineers, Inc. to provide construction management and inspection services for the Castroville Boulevard Overlay Project (Request for Proposals #10468), in an amount not to exceed $134,920.70 for a term to June 17, 2015, with the option to extend the Agreement for three (3) additional one (1) year period(s); and
b. Authorize the Contracts/Purchasing Officer to execute the Professional Services Agreement and up to three (3) future amendments that do not significantly alter the scope of work or change the approved Agreement amounts.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve a Professional Services Agreement with MNS Engineers, Inc. to provide construction management and inspection services for the Castroville Boulevard Overlay Project (Request for Proposals #10468), in an amount not to exceed $134,920.70 for a term to June 17, 2015, with the option to extend the Agreement for three (3) additional one (1) year period(s); and
b. Authorize the Contracts/Purchasing Officer to execute the Professional Services Agreement and up to three (3) future amendments that do not significantly alter the scope of work or change the approved Agreement amounts.
SUMMARY/DISCUSSION:
Retention of a consulting firm is necessary to assist the Resource Management Agency (RMA) - Public Works in managing the Castroville Boulevard Overlay Project.
MNS Engineers, Inc. was selected and hired for their expertise and capabilities necessary to provide construction management and inspection services for the Castroville Boulevard Overlay Project under a Professional Services Agreement (PSA) through a competitive selection process in accordance with County policies and State laws (under Request for Proposals (RFP) #10468) for an amount not to exceed $134, 920.70 for a term to June 17, 2015, with the option to extend the Agreement for three (3) additional one (1) year period(...
