Title: a. RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve the California Department of Corrections and Rehabilitation Standard Agreement to allow inmate community service work crews to perform general clean-up services for the County's Park Department in an amount not to exceed $12,000 for the period of October 1, 2013 to September 30, 2015; and
b. Authorize the Parks Director to execute the Agreement on behalf of the County.

SUMMARY/DISCUSSION:
Periodically the County Parks Department uses California Department of Corrections inmate manpower to perform general clean-up, miscellaneous landscaping, and tree and brush pruning and removal in a number of Monterey County Park facilities. Monterey County Parks has a positive history regarding the use of these crews in the past, and would like to benefit from these services again pursuant to the State's Standard Agreement.

Monterey County Parks will provide the inmates all the required supplies, small tools and equipment, etc. and assign a Project Coordinator (Supervising or Senior Park Ranger) to provide instructions and technical supervision to the inmate crew. California Department of Corrections will provide a "Correctional Officer" who will directly supervise the inmate crew on the job site. California Department of Corrections will also provide transportation to and from the worksite and necessary gloves, coveralls and safety gear.

OTHER AGENCY INVOLVEMENT:
County Counsel and Risk Management have reviewed the State's Standard Agreement as to form, and concur with the recommendation.
