RECOMMENDATION:
It is recommended effective January 9, 2016, the Board of Supervisors take the following action:
Adopt a Resolution to:
a. Appoint the Monterey County Traffic Engineer as Road Commissioner.
SUMMARY/DISCUSSION:
Section 2006 of the California Streets and Highways Code dictates that the Board of
Supervisors of each county shall appoint a single Road Commissioner for all road districts in the County and that every person appointed Road Commissioner after December 31, 1965, shall be a registered civil engineer. With the resignation of the Public Works Director, the County will not have a Road Commissioner; therefore, to be in compliance, the Resource Management Agency (RMA) requests that the Board appoint the current Traffic Engineer, Ryan Chapman, as the Monterey County Road Commissioner. The RMA confirms that Ryan Chapman is a registered civil engineer.
For these reasons, it is recommended that the Board of Supervisors approve these actions.
OTHER AGENCY INVOLVEMENT:
The Resource Management Agency has consulted with the Office of County Counsel.
FINANCING:
There is no impact to the General Fund as a result of the above action. There are sufficient funds available within the FY 2015-16 Adopted Budget for Road Fund, Fund 002, 3000, 8195, Appropriation Unit RMA012 to cover the five-percent stipend, estimated to be $3,088 for FY 2015-16, that is associated with this Appointment.
