RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Introduce, waive first reading, and set November 4, 2025 at 10:30 a.m. as the date and time to consider adoption of an ordinance repealing Chapter 3.14 of the Monterey County Code regarding hiring preference for veterans; and
b. Direct the Human Resources Department to return on November 4, 2025 at 10:30 a.m. for consideration of the Hiring Preference for Veterans and Eligible Military Spouses Policy (P-190).

SUMMARY:
The Human Resources Department (“HRD”) in partnership with the Military & Veterans Affairs Office (“MVAO”) recommends repealing Chapter 3.14 Hiring Preference for Veterans of the Monterey County Code (“MCC”) and to establish a standalone policy with enhancements to the program. HRD will return to the Board on November 4, 2025 for consideration of the Hiring Preference for Veterans and Eligible Military Spouses Policy (P-190) (“Policy”). Establishing the Policy will increase its administrative flexibility, enabling future modifications without requiring a formal legislative process. Such a change ensures that the County will effectively maintain and refine its commitment to veterans while proactively addressing emerging employment trends and regulatory requirements.

DISCUSSION:
