RECOMMENDATION:
It is recommended that the Board of Supervisors adopt a resolution to:
Authorize and direct the Auditor-Controller to amend the Fiscal Year 2024-25 Adopted Budget to increase appropriations by $267,276 for the Social Services - Military and Veterans Services Fund 001, Appropriations Unit SOC003 Fiscal Year 2024-25 Adopted Budget financed by the release of Restricted General Fund unassigned fund balance from BSA 001-3046 for the Veteran’s Transition Center of Monterey County (4/5th vote required).

SUMMARY/DISCUSSION:
The Department is requesting an increase in appropriations for payments issued to the Veteran's Transition Center (VTC) of Monterey County to provide renovation of housing units in Marina, CA to create re-entry/transitional housing for 20 formerly incarcerated veterans annually and to renovate a common area to be used for administration and residential services for Monterey County veterans. During the FY 2024-25 budget process, $444,900 was budgeted for this expenditure. It was anticipated that $267,276 of VTC expense would be realized during FY 2023-24. However, due to project delays, the FY 2023-24 expenses did not manifest, and now the full remaining project amount of $712,176 is anticipated to be expended in FY 2024-25. There is no cost to the County for this item, as funding has been received in past years and is currently maintained in a restricted fund balance.
