RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of Health Services or designee to execute a retroactive Amendment No. 2 to Alcohol and Drug Treatment Service Agreement A-17396 between the County of Monterey and Valley Health Associates for the provision of alcohol and drug recovery services, adding $200,000 for a new total Agreement amount not to exceed $1,918,007 and with a new agreement term of July 1, 2025 through June 30, 2026, effective November 1, 2025.

SUMMARY:
Valley Health Associates (VHA) will implement a trauma-informed program that supports the prevention of youth substance use through evidence-based strategies designed to strengthen resilience, promote leadership development, and expand access to prevention and early intervention resources.

DISCUSSION:
The County currently has Agreement A-17396 for a current dollar amount of $1,718,007 with Valley Health Associates (VHA). This Amendment No. 2 is retroactive to November 1, 2025, and adds $200,000 for FY 2025-26 for a new contract amount of $1,918,007. VHA provides the following services: Medication Assisted Treatment include methadone dosing, Outpatient group and individual therapy for youth and transition age including case management and Recovery Services.
