a. Approve and authorize the Contracts/Purchasing Officer or designee to execute a non-standard Agreement with the Monterey County Office of Education, for the provision to establish the infrastructure needed to develop an Enhanced Care Management (ECM) Hub, for a retroactive term of July 1, 2024 through June 30, 2025, for a total Agreement amount of $419,793; and
b. Approve the recommendation of the Director of Health Services to accept non-standard insurance provisions in Agreement.

RECOMMENDATION:
It is recommended that the County of Monterey Board of Supervisors:
a. Approve and authorize the Contracts/Purchasing Officer or designee to execute a non-standard Agreement with the Monterey County Office of Education, for the provision to establish the infrastructure needed to develop an Enhanced Care Management (ECM) Hub, for a retroactive term of July 1, 2024 through June 30, 2025, for a total Agreement amount of $419,793; and
b. Approve the recommendation of the Director of Health Services to accept non-standard insurance provisions in Agreement.
SUMMARY/DISCUSSION:
The County of Monterey Health Department has been awarded $1,262,058 in funding from the California Advancing and Innovating Medi-Cal (CalAIM) California Providing Access and Transforming Health (PATH) Capacity and Infrastructure, Transition, Expansion and Development (CITED) Round 3 program, through the Department of Health Care Services (DHCS). Health seeks to allocate a portion of this funding, $419,793, to the Monterey County Office of Education (MCOE) to expand Enhanced Care Management (ECM) services by establishing an ECM Hub that is focused on serving children and families experiencing homelessness, children and youth involved in Child Welfare, non-English speakers, and youth involved in the juvenile justice system.
