a. Approve and authorize the Contracts/Purchasing Officer or designee to execute a non-standard Agreement with Monterey County Children and Families DBA First 5 Monterey County, to assist in the establishment of infrastructure needed to develop an Enhanced Care Management (ECM) Hub focused on the early childhood population in Monterey County, for a retroactive term of July 1, 2024 through June 30, 2025, for a total Agreement amount of $302,351; and
b. Approve the recommendation of Director of Health Services to accept all non-standard provisions in Agreement, including indemnification.

RECOMMENDATION:
It is recommended that the County of Monterey Board of Supervisors:
a. Approve and authorize the Contracts/Purchasing Officer or designee to execute a non-standard Agreement with Monterey County Children and Families DBA First 5 Monterey County, to assist in the establishment of infrastructure needed to develop an Enhanced Care Management (ECM) Hub focused on the early childhood population in Monterey County, for a retroactive term of July 1, 2024 through June 30, 2025, for a total Agreement amount of $302,351; and
b. Approve the recommendation of Director of Health Services to accept all non-standard provisions in Agreement, including indemnification.
SUMMARY/DISCUSSION:
The County of Monterey Health Department has been awarded $1,262,058 in funding from the California Advancing and Innovating Medi-Cal (CalAIM) California Providing Access and Transforming Health (PATH) Capacity and Infrastructure, Transition, Expansion and Development (CITED) Round 3 program, through the Department of Health Care Services (DHCS). A portion of this funding, $302,351, is allocated to the Monterey County Children and Families Commission DBA First 5 Monterey County (First 5) to expand Enhanced Care Management (ECM) services focused on the early childhood population in Monterey County.
