SUBJECT: a. Accept Spreckels Subdivision Improvements as completed;
b. Approve the release of the Encroachment Permit Bond No. SU5021823
issued by Arch Insurance Company for roadway improvements in the
amount of $2,302,933; and
c. Accept Nacional Avenue, portions of First Street, Second Street, Third
Street, Fourth Street, and Fifth Street into the County's maintained road
system.

RECOMMENDATIONS:
It is recommended that the Board of Supervisors:
a. Accept the Spreckels Subdivision Improvements as completed;
b. Approve the release of the Encroachment Permit Bond No. SU5021823 issued by Arch
Insurance Company for roadway improvements in the amount of $2,302,933; and
c. Accept Nacional Avenue, portions of First Street, Second Street, Third Street, Fourth Street,
and Fifth Street into the County's maintained road system.
SUMMARY/DISCUSSION:
In October 2006, Standard Pacific Corporation obtained an Encroachment Permit to construct
Nacional Avenue, portions of First Street, Second Street, Third Street, Fourth Street, and Fifth
Street west of Llano Avenue in the town of Spreckels. These streets were previously dedicated
to the County of Monterey as public thoroughfares in 1906 but never built. Construction of these
streets was required as a condition of the Combined Development permit PLN060411 approved
by the Planning Commission on Januaryl0, 2007. As a condition of the Encroachment Permit,
the Permitee was required to obtain a performance bond to guarantee the construction and
installation of the roadway improvements. The Encroachment Permit Bond No. SU5021823 is
in the amount of $2,302,933. The Department of Public Works staff has performed inspection
and the Permitee has completed the construction and installation of the improvements and it is
recommended that the improvements be accepted ...
