RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of the Department of Social Services or his designee to transfer a vehicle to the California Department of Aging.

SUMMARY/DISCUSSION:
Monterey County Department of Social Services, Area Agency on Aging (AAA) contracts with California State Department of Aging to provide an array of services to seniors in Monterey County. The AAA acts as a pass-through agency and sub-contracts the funding to local non-profit agencies. State contract requirements mandate that equipment purchased with grant funds belongs to California Department of Aging.

In 2005, the AAA authorized Meals on Wheels of the Monterey Peninsula (MOWMP) to purchase a vehicle with their Home Delivered Meals program funding that falls under the federal Older Americans Act. MOWMP contacted the AAA to request removal of the vehicle from their program because the vehicle is becoming extremely expensive for their operations in delivery of meals to seniors. In the last two years, MOWMP has changed their delivery approach and this vehicle is no longer needed.

The AAA checked with their current service provider network and determined that there was no other provider who had need for this vehicle. The Department of Social Services has been working with California Department of Aging to transfer the vehicle back to the State so that they can, in turn, reallocate the asset to another State funded AAA. The Department is recommending the transfer of the asset back to the State as per the contract requirements.

OTHER AGENCY INVOLVEMENT:
California Department of Aging has provided guidance on the transfer of the asset to the State.
