Title: a. RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of Health or Assistant Director of Health to execute a two and a half-year term Facility User Agreement January 1, 2016 to June 30, 2018 with Action Council of Monterey County to use office space on County leased-premises located at King City, California to provide early childhood development programs and services for children ages 0 to 5 and their families in Monterey County at no cost; and
b. Approve and authorize the Director of Health or Assistant Director of Health to execute up to three future amendments to this Agreement where the amendments do not significantly change the scope of work.

SUMMARY/DISCUSSION:
The Action Council provides a free home-visitation program that provides support and guidance to expecting parents and parents with children ages 0 to 5. In addition, the Action Council provides connections to community resources and screenings to assess the child's overall developmental as well as health, hearing and vision. South Monterey County is in need of early childhood development programs and services to individuals who may not have access to care because of their socioeconomic status.
