It is recommended that the Board of Supervisors:
Approve additional funding for Agreement No. A-11307, with Oregon Community Health Information Network, Inc., in the amount of $71,379 for FY 2012-13, $102,686 for FY 2013-14 and $169,434 for FY 2014-15 for a revised total amount $5,925,257.

SUMMARY/DISCUSSION:
Membership in the Oregon Community Health Information Network, Inc. (OCHIN) enables the Monterey County Health Department to utilize Epic’s Practice Management (PM) and Electronic Medical Record (EMR) Systems. The Health Department’s Clinic Services Bureau (Clinic Services) implemented the PM System in November 2007 which has allowed Clinic Services to frequently achieve a 99 percent error free claims submission rate. Significant increases in quality of documentation, consistency of care across all clinics and tracking of quality of care variables have been noted because of the implementation of the EMR System. For example, since implementation, Clinic Services has received over $2 million dollars from a previous $200,000 in quality assurance based incentives because of data captured. Clinic Services then implemented the EMR System from June to August 2010, facilitating Clinic Services’ progression towards a paperless system and meaningful use incentives through the American Recovery and Reinvestment Act (ARRA).

On November 1, 2011, the Board approved to extend the term of the Agreement No. A-11307 to June 30, 2015 and approved additional funding for the Agreement in the amount of $601,424 for FY 2011-12, $661,521 for FY 2012-13, $686,521 for FY 2013-14 and $711,521 for FY 2014-15 for a total contract amount not to exceed $5,581,758.
