RECOMMENDATION:
It is recommended that the Board of Supervisors:
Ratify and approve the execution by the Contracts/Purchasing Officer of the agreement with Franciscan Workers of Junipero Serra for $114,129 to extend operations of Dorothy's Place Drop-In Center and provide case management services from 4 hours per day for 5 days per week, to 10.5 hours per day for 7 days per week through March 31, 2016.
SUMMARY/DISCUSSION:
On December 15, 2015, your Board approved a recommendation to expand the hours of operation for Dorothy's Place Drop-In Center during the inclement weather period through March 31, 2016. The recommendation was to increase the hours of operation from 4 hours/day, 5 days/week, to 10.5 hours/day, 7 days/week. The extension of hours would provide for a warm, dry shelter during the day with meals, showers, restrooms, laundry, mail, phone, clothing, and hygiene supplies in the same facility. It would also provide for expanded case management services with the goal of using the inclement weather as motivation for people to seek a way out of encampment living. The cost of this expansion is $114,129.
Expansion of services for the inclement weather period also included two other projects that have been implemented or are in the process of being implemented: 1) working with the Interfaith Homeless Emergency Lodging Program (I-HELP) on the Monterey Peninsula to explore the possibility of expanding capacity by 50 beds (in progress); and, 2) expanding the hours of operation for the Salinas Winter Warming Shelter by two hours in the morning so that shelter is open from 6 pm to 8 am (implemented).
