Title: a. RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of Health or Assistant Director of Health to execute a Standard Agreement between County of Monterey and EVALCORP for the provision of evaluation services for a total Agreement not to exceed $1,474,000 for the term beginning July 1, 2022 through June 30, 2026; and
b. Authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments that do not exceed ten percent (10%) ($147,400) of the original Agreement amount and do not significantly alter the scope of services.

SUMMARY/DISCUSSION:
The Health Department, Behavioral Health Bureau ("Behavioral Health") is required by the State to conduct comprehensive evaluations to assess the Mental Health Services Act (MHSA) funded strategies/projects' implementation and resulting impacts, and to issue a report of findings to the State Department of Health Care Services on an annual basis. The evaluation for the MHSA programs requires an infrastructure, including data collection tools and processes, to capture evaluation data aligned with State requirements and County-specific needs. An analysis of the data and summary of findings is presented in a variety of annual and multi-year reports for the Prevention and Early Intervention (PEI) Community Services and Supports (CSS), and Innovations (INN) funding components of MHSA. ...
