RECOMMENDATION:
It is recommended that the Board of Supervisors, in accordance with Personnel Policies and Practices Resolution (PPPR) #98-394, Sections A.1.11.1., A.1.11.5, and A.5.1., authorize advance step placement of Mr. Dewayne Woods at Step 4 of the ACAO salary range, effective March 23, 2013.
 
SUMMARY/DISCUSSION:
The County Administrative Office conducted an extensive national recruitment for the ACAO position.  Dewayne Woods was selected through this competitive process as highly qualified for this position.  Mr. Woods is currently County Budget Director, and upon promotion, in accordance with the provisions of PPPR Article A.5.1, he is appropriately placed at Step 4 of the ACAO salary range.  
 
Pursuant to the provisions of the PPPR, the Board of Supervisors' approval is required to authorize placement above Step 3 in Unit Y.  Article A.5.1 of the PPPR, "Salary on Change to Higher Class", provides that the salary of an employee who is promoted or reclassified to a class having a higher salary range shall be adjusted to the first step of the new salary range or to the next higher step which provides a minimum of five percent (5%) salary increase.  Mr. Woods is currently at Step 7 of the Budget Director positions, and placement at Step 4 of the ACAO position is required to exceed the minimum salary increase required.
 
OTHER AGENCY INVOLVEMENT:
CAO and Human Resources staff reviewed and assisted in preparation of this report.
 
FINANCING:
The Assistant CAO position is included in the FY12/13 budget.  There are sufficient appropriations with the respective budget units.
