It is recommended that the County of Monterey Board of Supervisors:
Approve the County of Monterey Emergency Medical Services Plan for 2025 and authorize the Emergency Medical Services Agency Director to submit the Plan to the California Emergency Medical Services Authority.
SUMMARY:
California Health and Safety Code (HSC), Division 2.5, Section 1797.254 requires counties with an established Emergency Medical Services (EMS) program to develop, file, and annually update a local EMS Plan with the California EMS Authority (EMSA). The County of Monterey’s 2025 EMS Plan updates the previously approved 2022-2024 EMS Plan. Approval of the 2025 EMS Plan allows the EMS Agency to remain in compliance with its statutory requirements.
DISCUSSION:
HSC, Division 2.5, Section 1797.254 requires any county that establishes an EMS program to develop a local EMS Plan, file it with EMSA, and provide annual updates to EMSA thereafter. The County of Monterey’s initial EMS Plan was filed in 1984 under the State EMS System Standards and Guidelines in effect at that time.
The County of Monterey EMS Plan submitted for Board approval represents the fifteenth comprehensive revision of the County’s EMS Plan since the most recent version of the State EMS System Standards and Guidelines were published in June 1993. This submission covers the 2025 calendar year and updates the EMS Agency’s most recent EMS Plan that covered the years 2022 through 2024. The 2022-2024 Plan was approved by the Board on January 28, 2025, and by EMSA on March 19, 2025. The 2025 EMS Plan includes an updated executive summary, table of contents, and revised data within the plan’s tables.
