RECOMMENDATIONS:
It is recommended that the HCD Chief of Planning adopt a resolution to:
a. Find that the project qualifies for a Class 3 Categorical Exemption pursuant to CEQA Guidelines section 15303, and there are no exceptions pursuant to Section 15300.2; and
b. Approve a Coastal Administrative Permit and Design Approval to allow the demolition of an existing 320 square foot attached garage and modification/addition to an existing 289 square foot lower level bedroom resulting in an attached two story 800 square foot accessory dwelling unit with a 214 square feet deck and a 12 square foot covered porch.

The attached draft resolution includes findings and evidence for consideration (Exhibit A). Staff recommends approval subject to 6 conditions of approval.
