RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and Authorize the Sheriff or Sheriff Designee to sign a Memorandum of Understanding (MOU) with the Carmel Unified School District, for provision of a School Resource Officer, effective July 1, 2023 through June 30, 2024, total amount not to exceed $200,000; and
b. Approve and Authorize the Sheriff or Sheriff Designee to sign five (5) one-year amendments to the MOU, where the scope of work does not change significantly or contract maximum of $1,000,000.

SUMMARY/DISCUSSION:
Carmel Unified School District (CUSD) approached the Monterey County Sheriff's Office (MCSO) about securing a School Resource Officer (SRO) for the FY 2018-19 School year funded by the Tobacco Grant. Since FY 202018-19, MCSO has provided an SRO to CUSD.

CUSD utilizes the SRO to make presentations to their high school and middle school health classes, provide educational meetings for instructors, and will ask the school resource officer to assist in supervising problem areas on campuses.

The purpose of this Memorandum of Understanding (MOU) is to delineate responsibilities and purview between CUSD and MSCO, and to provide a method for CUSD to pay MCSO for supplying a school resource officer.

OTHER AGENCY INVOLVEMENT:
County Counsel has approved the agreement as to legal form, the Auditor-Controller has reviewed as to fiscal provisions and Human Resource Department concurs with the recommendation.
