It is recommended that the Board of Supervisors:
Adopt a resolution to authorize the Department of Emergency Management to receive award from the Fiscal Year (FY) 2024 Homeland Security Grant Program (HSGP) in the amount of $437,680.
SUMMARY:
On January 23, 2024, per Resolution No. 24-020, the County of Monterey Board of Supervisors authorized the Department of Emergency Management to submit an application for the purpose of obtaining financial assistance to the Federal Emergency Management Agency (FEMA) through the California Governor's Office of Emergency Services (CalOES) for the FY 2024 HSGP. This application resulted in an award from HSGP to the County of Monterey in the amount of $437,680 with a performance period of September 1, 2024, to May 31, 2027.
The Department of Emergency Management requests authorization to receive the FY 2024 HSGP award of $437,680, funded by grant revenue from HSGP.
DISCUSSION:
The Department of Emergency Management executes and manages grant documents for HSGP on behalf of the Monterey County Operational Area. HSGP is a federally funded program to prevent, protect against, mitigate, respond to, and recover from acts of terrorism and other threats. HSGP funds provide resources required for the implementation of the National Preparedness System and are utilized for the purchase of specialized equipment and training for fire, law enforcement, public safety agencies, and other local jurisdictional emergency management agencies. This funding enhances the capabilities of local governments and stakeholder agencies to plan for and respond to large scale terrorist attacks, emergencies, disasters, and other hazardous events.
