a. Approve and authorize the Chief Probation Officer to sign a Standard Agreement with Turning Point of Central California, Incorporated to provide employment training and job placement services in an amount not to exceed $321,683 for adult offenders under AB 109 Public Safety Realignment plan for the period July 1, 2016 to June 30, 2017; and
b. Authorize the Chief Probation Officer to sign up to three (3) future amendments to each Agreement where the amendments do not exceed ten percent ($32,168) of the original contract amount and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Chief Probation Officer to sign a Standard Agreement with Turning Point of Central California, Incorporated to provide employment training and job placement services in an amount not to exceed $321,683 for adult offenders under AB 109 Public Safety Realignment plan for the period July 1, 2016 to June 30, 2017; and

SUMMARY:
AB109 Public Safety Realignment allocates funding to counties for mandates related to adult offenders that have been realigned from the State to local jurisdictions. The Probation Department serves as lead agency and fiscal agent for the implementation of the AB109 Public Safety Realignment plan, which allocates funding to Turning Point for employment training and job placement support.
DISCUSSION:
The Public Safety Realignment plan for Monterey County was developed by the local Community Corrections Partnership (CCP) and approved by its Executive Committee and Monterey County Board of Supervisors.
