Title: a. RECOMMENDATION:
It is recommended that the Board of Supervisors:
a) Approve and authorize the Director of the Department of Social Services, or his designee, to sign an agreement with the Monterey County Office of Education (MCOE), the Salinas Union High School District, and iResult for confidential data exchange, effective upon signature by all parties through June 30, 2017; and
b) Authorize the Director of the Department of Social Services, or his designee, to sign up to (3) amendments to this agreement where the scope of work is not significantly changed.

SUMMARY/DISCUSSION:
The Department is collaborating with the Salinas Union High School District (District), M.C.O.E. and iResults to more effectively manage educational records for children in foster care and to analyze student performance. The purpose of sharing confidential information is to carry out an evaluation of the District's federal and/or state supported education programs. Information will be used to evaluate how foster students are performing at the District's schools and the effectiveness of the District's secondary educational programs for foster youth.

The District is a local educational authority authorized to maintain student records subject to the Family Educational Rights and Privacy Act (FERPA) and the Education Code.
