a. Approve and authorize the Contracts/ Purchasing Officer to sign a Facility User Agreement in the amount of $85,000 with Rancho Cielo, Incorporated for utilization of facilities housing prevention and intervention programs for at-risk and adjudicated youth for the period retroactive to July 1, 2016 through June 30, 2017; and
b. Authorize the Contracts/ Purchasing Officer to sign up to three (3) future amendments to this Agreement where the amendments do not exceed ten percent ($8,500) of the original contract amount and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Contracts/ Purchasing Officer to sign a Facility User Agreement in the amount of $85,000 with Rancho Cielo, Incorporated for utilization of facilities housing prevention and intervention programs for at-risk and adjudicated youth for the period retroactive to July 1, 2016 through June 30, 2017; and

SUMMARY:
The proposed Facility User Agreement defines the collaborative responsibilities between the parties for the delivery of services to at-risk and adjudicated youth at the Rancho Cielo campus.
DISCUSSION:
The County of Monterey has been a long-term partner with Rancho Cielo for the provision of services to at-risk and adjudicated youth countywide. Through the years, Rancho Cielo has invested in its campus, enhancing and expanding the original facilities, and providing a safe, modern and welcoming environment to program participants.
