a. Approve the reallocation of 1.0 FTE 80A33 - Administrative Secretary position to 1.0 FTE 80A99 - Administrative Secretary - Confidential position in the Emergency Communications Department Budget 1520-8065; and
b. Direct the County Administrative Office to incorporate the approved changes in the FY 2014-15 Adopted Budget and the Human Resources Department to implement the changes in the Advantage HRM system.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve the reallocation of 1.0 FTE 80A33 - Administrative Secretary position to 1.0 FTE 80A99 - Administrative Secretary - Confidential position in the Emergency Communications Department Budget 1520-8065; and
b. Direct the County Administrative Office to incorporate the approved changes in the FY 2014-15 Adopted Budget and the Human Resources Department to implement the changes in the Advantage HRM system.
SUMMARY/ DISCUSSION:
The duties of the Senior Administrative Secretary have evolved over the past few years. The Department identified the need to reallocate the Administrative Secretary to the Confidential Z Unit which more accurately reflects the level of responsibility and the confidential nature of the only administrative support position in the Department. This position provides general administrative support to the Director and Center Manager which includes managing the Director's calendar, scheduling meetings, and maintaining sensitive and confidential material such as Workers Compensation files, health files, and grievance correspondence, disciplinary actions, PERB, EEOC, and Fitness for Duty correspondence.
Additionally, the Center Manager has been a member of the Management Labor Negotiation Team since 2002, representing the 24/7 departments, for which the Administrative Secretary provides support, prepares notes, schedules special meetings as needed and copies sensitive information.
